Line up the proposals and compare what each includes. A useful estimate should identify the roofing material, tear-off, decking terms, underlayment, flashing, ventilation, disposal, permits, cleanup, and warranty.
Watch for allowances
Ask how concealed decking damage, additional layers, or other unknown conditions will be priced if discovered after tear-off.
Compare product details
A proposal that names the manufacturer and product line is easier to evaluate than one that uses only generic descriptions.
